|
Communication: JYSC has established and maintains a communication network to meet everyone’s level of technology. The Club phone line, web site, and email are all methods to keep you informed before, during and after soccer season. Please let your team members know how to contact the Club should they desire to do so. If you do not know who to contact about a certain problem or question email jyscinfo@gmail.com. Your call or email will be directed to the proper person.
Web Site: The Jacksonville Youth Soccer Club web site address is www.jysc.com. Please visit the web site for valuable information including the email addresses of all board members, weekly reminders, and meeting dates.
Team Web Sites: If your team has a Team Web Site that can be accessed by the general public, it must be approved by the Club.
Team Manager: Each team will have a parent team manager that handles all the administrative duties of the team. Each team manager working collaboratively with the coach will provide information about the team, its accomplishments, individual player accomplishments, travel arrangements, travel paperwork and all other administrative needs of the team. The team manager may enlist the help of other parents on the team to accomplish this task This is a required position.
Team Treasurer: Each team should also have a team treasurer. The team treasurer should keep accurate records and be able to provide an accurate record to any team parent that asks to see the team account. This is not a required position. The team manager may incorporate this in his/her job duties.
Team Accounts: A team account will be established by each select team. A team treasurer for each Select Team will be appointed by the team. The Team Treasurer will provide each parent on the team and the Club an accounting of their team account at least twice per seasonal year. Any parent may request an accounting any time he/she feels it is necessary. Teams are encouraged to raise additional funds for their team accounts through fundraisers and contributions from sponsors. The Team will keep a team account for each team The club is a charitable organization and has received such status from the IRS.
Commitment: Players registering for the Advanced Program are committing for the seasonal year (Fall and Spring).
Submission of Players: As soon after tryouts as possible, the coach/manager will submit the names of the players on a team to the Club and the Affiliate Liaison. This is very important because until the Club and Affiliate Liaison are provided with the players, no uniforms, player passes or gear may be ordered. The Club understands that there may be players that add or drop subsequent to the submission of this list. If a player adds or drops, the manager must notify the Club and Affiliate Liaison as soon as possible. The Club will send each selected player pertinent information for the season including an invoice for Club fees.
Fees: The fee for the select division is set by the Board of Directors each year. This fee includes uniforms, training, and all other direct and administrative costs. By accepting a position offered on a JYSC Advanced team at the end of tryouts, you will be accepting the obligation for all financial commitments as required by the Advanced Division of JYSC. If necessary, financial assistance is available by application only. The financial assistance may be requested by email. Failure to meet financial obligations to the club may result in the player being placed “Not in Good Standing” with the Club as well as FYSA. Players “Not in Good Standing” shall have all playing privileges suspended until all obligations are fulfilled. Should a player wish to be released (other than for a season ending injury or a move out of state) or to transfer to another club prior to the end of the seasonal year, the player/parents will be required to fulfill all financial obligations noted above before the Change of Status is processed.
Payments: Current fees and payment schedules may be viewed on our web site jysc.com on the “Registration” page. You may also request this information by emailing us at jyscinfo@gmail.com. Fees are set each year by the Board of Directors.
Additional Costs: There will be additional costs to the player that are not covered by the registration fee. Costs associated with travel to tournaments and purchase of additional team equipment or supplies not provided by the club, must be paid for by the team account. The team account may be funded from contributions, sponsorships and other club approved fund-raising events. (Please see “fundraising” below)
Uniforms: The Player Family will purchase a complete uniform set for each advanced player for the year. All advanced players will wear the uniforms assigned by the Club. The coach/manager will provide the names of the players chosen for a team along with their assigned jersey number. The coach/manager will receive an email from the Club when uniforms are available for pick-up from our vendor. The Uniform Package also will include a practice tee shirt which should be worn by all players on their practice day.
Purchase of Extra Gear/Team Supplies: The Club encourages you to purchase additional team gear/supplies through the Club. The Club has vendor accounts that can save your team money. To purchase gear/supplies, please click on the link on the home page of www.jysc.com.
Coaching Classes/Clinics: The Club strongly encourages all coaches to participate in coaching classes. With prior approval of the DOC, the cost for these classes will be reimbursed by the Club provided proper documentation is submitted.
Training/Practice: Select teams will train at least one time per week with Club staff for 1.5 hours. The second practice session will be with the team’s head coach for 1.5 hours. The exact days and times of practice and the location of practice will be determined by the Club and made available approximately three weeks before the start of the season. You will be contacted by the Club with this information as soon as it is available.
Trainers & Coaches: Trainers and Coaches will be appointed for each advanced team by the Director of Coaching with approval from the Board of Directors. Training and Coaching assignments will be announced prior to try-outs.
Season: In the advanced division there are two (2) seasons, fall and spring. The advanced players selected through tryouts are accepting a position for both fall and spring seasons. Some teams, depending upon the scheduling rotation they are in, may play during the winter season as well.
League Play and Seasonal Schedule: The League a team participates in will be at the head coach’s discretion but only after approval from the Director of Coaching. League Fees will be paid by the Club. You should send any League Dues invoices to the Club. NFY Schedules will be made available to participating teams at the earliest possible time. Schedules from other Leagues will be provided in accordance with that League’s procedures.
Referee Fees: Referee fees for teams in NFYSL will be paid by the Club. Teams participating in other League play will have referee fees reimbursed up to a maximum of ten (10) games in a seasonal year. After you have played your game(s), email the Club with the amount of fees paid for referees and the Club will reimburse the designated person.
Travel Coordinator: The Club has an official Travel Coordinator. Contact information is located in the last section of this handbook.
Tournaments: Requests for tournament play for each team will be submitted by each team’s head coach to the Director of Coaching for approval. Also, advanced teams can expect to enter into State Cup or Regional Cup tournaments in the spring season that cover multiple weekends. The determination of attending these events will be at the discretion of each team’s head coach and only if approved by the Director of Coaching.
Once the head coach has approval to participate in a tournament, the team manager should complete the tournament registration. The entry fee for the tournament should be paid from the team account. At the same time, the team manager should provide the Club’s Affiliate Liaison (AL) with the name and date of the tournament as the Club must complete the appropriate paperwork. The AL requires at least two week’s notification of tournament play. Less than two weeks notice to the AL may mean that the team will not be able to participate in the tournament. .
Guest Player(s): It is the general policy that guest playerd do not pay fees of any kind as they are guests.
Guest Player Player Pass and Roster: If you invite a guest player, you will need to contact the Club Affiliate Liaison so that your paperwork can be amended. ***(this action is subject to an administrative fee).
Guest Player Uniform: The club will lend a uniform green jersey, white jersey and one (1) pair of shorts to a Guest Player. The Club will require payment for uniform socks. The club does not guarantee that any particular uniform size will be available for a guest player. The Coach/Manager should contact the club for a guest player uniform.
State Tournament Play: Each Select division team will have the registration fee for the Regional Cup tournament paid by the club. Each Select division team will pay the registration fee for the State Cup Tournament. The Club will complete all paperwork for these events. The determination of these events will be at the discretion of the team’s head coach and approved by the Director of Coaching. The Club will also pay for all referee fees associated with Regional Cup and State Cup play.
Non-Parent Coach Reimbursement Policy: It is considered commonplace and appropriate for non-parent coached teams to be reimbursed for actual travel expenses associated with team play. These expenses include hotel, gas, airfare (if applicable) and meals. The maximum per diem for meals and other miscellaneous expenses is $50.00, lodging up to $120/day and gas maximum is the current IRS figure. All expenses must be submitted to the Team Treasurer along with proper receipts. Reimbursement will be paid from the team account provided there are funds available.
Travel: Out-of-Town Match Play/Out-of-Town Tournament Play: Parents/Guardians of players participating in tournaments or matches where an overnight stay is necessary, shall make reasonable arrangements for their children concerning travel, meals, accommodations, chaperoning/supervision and all other requirements necessary for the care and safeguarding of their children. Players shall NOT stay overnight in the same room with any coach unless the coach is the player’s parent. If parents cannot attend an out-of-town match/tournament, they must arrange for the parents of another player, or another suitable adult who is NOT a coach at JYSC, to supervise and chaperone their child.
Travel expenses associated with Tournament play are the responsibility of each player’s family. Please be aware that additional costs may be incurred due to out-of-town match/tournament play for things including but not limited to, transportation costs, lodging, and meals.
Game Day at JYS: Coaches having the first games of the day will be responsible for setting up their field for play if asked to do so by the Site Director. This means positioning and ANCHORING the goals, setting out benches and placing the corner flags. If the Site Director so directs, coaches having the last games of the day will be responsible for breaking-down their field. This means putting the goals away, putting the corner flags in the trailer, and putting the aluminum benches away.
Field Condition: If there is any question or concern pertaining to field condition or equipment, please check the website at www.jysc.com. You can sign up for automatic notification of field status through the website as well. This will be important on days with inclement weather.
Game Day/Practice Day Inclement Weather: Chuck Rogers Park, Losco Regional Park and Earl Johnson Park are equipped with state-of-the-art, lightning detection systems. When the horn sounds the fields are to be cleared IMMEDIATELY. When there is lightning THERE IS NO SAFE PLACE ON THE FIELD. THE ONLY SAFE PLACE is in a car. When it is safe to resume play the system will give an “all-clear” signal of three (3) horn blasts. If your game is delayed by 30 minutes due to unsafe conditions, consider your game complete (if you were in the second half or third or fourth quarter), and suspended, if you were in the first half or first or second quarter. To complete a suspended game, please follow the rescheduling procedure in the section below. If your game start time is delayed by 30 minutes, your game will be rescheduled. It is your responsibility to contact the scheduler to reschedule your game (please see section below on rescheduling games). As with all game-day issues the Site Director will make the final determination. Please do not leave the field without checking with the Site Director.
*** Mechanical devises are aids. They are not a substitute for good, common sense – if you see lightning GET OFF OF THE FIELD.
Player Passes and Official State Rosters U09-U18 Advanced
At EVERY game you MUST present: (1) Coach Pass (2) All Player Passes, laminated, signed and with a 1x1 photo of the player (head shot) (3) Official State Roster.
The Club’s Affiliate Liaison will have all “Player Passes” and rosters, signed and returned to the Coach/Team Manager prior to the start of the season. The Coach/Manager should keep all Player Passes in his/her possession. It is suggested that the Coach keep these passes on a “key ring” so that he/she is sure to have these available at all matches. If you do not have all player passes the referees have been instructed NOT TO LET YOU PLAY and the Club will be FINED. At every game, the coach must provide the referee with a copy of his/her roster. You should make several copies of your roster. If the referee should forget to return the roster at the end of the game, you will have a copy which you can use the following weekend.
** Player Passes belong to the CLUB. Under no circumstances should a player take his/her player pass for any reason. A player that has a change in status will need a new player pass. Therefore, it is vital that the Club be informed of any player changes/additions. Players that have a change of status must surrender their current pass to the Club before any changes occur.
** After the initial roster has been given to the Coach/Manager, any subsequent changes may be subject to an administrative fee. The Club will notify the Coach/Manager if a fee will be charged. The administrative fee must be paid to the club prior to any roster changes.
Canceling/Rescheduling NFYSL Games or Other League Games Scheduled for a JYSC Field
- If you must cancel a game, you MUST use the following procedure:
- Cancellations must be done at least seven (7) days in advance. If you cancel with less than seven days notice, the Club will be FINED by NFYSL.
- You must call the opposing coach (if you do not know his/her contact number go to the web site nfysl.com and click on the coach list)
- You must ALSO notify the Jacksonville Youth Soccer Club Scheduler. Look on the Board of Directors phone list in the back of this book.
- Please check with the scheduler for date/time/field availability
- Please coordinate with the opposing coach a convenient date and time for your rescheduled game using the information gleaned from the Scheduler..
- When you have a date and time, please email this information to the JYSC Scheduler. Your request will be confirmed by the Club.
- You must then confirm with the opposing coach. Please try to use a Sunday for your rescheduled game.
Site Director: The Site Director will be in charge of all Game Day activities, issues, concerns or problems.
Site Director Duties and Responsibilities:
- Oversee Field set-up – Goals, Benches, Corner Flags - Field Break-Down – Store Goals, Benches, Corner Flags
- Distribute Referee Envelopes –
- Monitor all activity at the fields.
- Address Unsportsmanlike or Disorderly conduct of coaches/players/spectators.
- Assure that any injured person is adequately cared for. Be sure the referee completes an incident report if the injury occurred during a game.
- For all emergencies call 911.
- If a red card is given be sure the referee completes an incident report.
Referees: The referee is in charge of all game activity and is to make sure each team abides by the rules. His/Her decisions are FINAL. It is the referee’s responsibility to keep the game clock, stop for injuries and remind the players of proper game conduct. He/She can eject players who do not show proper conduct. Referees must be assigned only by the Club’s certified Referee Assignor.
Confrontations between referees and any coach or spectator are not permitted. Also, please be aware that referees have the authority to eject coaches and spectators from the field of play. Referees also have the authority to end a game at any time should they deem it necessary. If a coach or spectator has an immediate issue concerning a referee, he/she should locate and inform the Site Director of the problem. Coaches will be held responsible for their behavior and for their teams parents’ behavior. Please be sure that each parent understands and practices proper behavior at every game. Please be sure each parent knows that the Site Director is available as a remedy to improper behavior. Most importantly, let us all agree that the welfare of the players is our principal concern.
In rare circumstances a referee may miss an assignment. Here is what you should do if the situation arises:

Sanctioned Game: A game played between two teams in uniform with referees assigned by a certified Referee Assignor and the teams must present proper credentials (Official Roster and Player Passes). JYS players are NEVER permitted to participate in any game other than a Sanctioned Game. There is no such thing as a “Friendly”.
Scrimmage: A practice between two teams. Players may never be in uniform for a scrimmage. No referee may be used. If you scrimmage a team from another club, those players may not be in uniform AND those players must be properly affiliated with Florida Youth Soccer Association.
Equipment/Safety Issues: Please closely supervise all practices. Please be sure all players abide by the safety rules (1) Shinguards are mandatory for all games and practices. (2) No baseball cleats (if there is a cleat on the toe it is a baseball shoe) (3) No jewelry to be worn during games or practices (4) No player may participate with any type of cast (5) each player should stay properly hydrated and (6) all goals used during practice must be properly and securely anchored.

Conflict Resolution/Grievance Procedure: If you have a problem with a parent, another coach, a referee or any situation you do not feel you can resolve, contact your divisional VP. If your problem or grievance is with your divisional VP, contact the Club President. If you have a problem on game day, please seek assistance from the Site Director.
Club Fund Raising: The Club philosophy is to pursue outside funding for our teams and players to help minimize the costs associated with soccer play. We believe that soccer is a sport for all children and young adults.
Unfortunately, many children are unable to participate because the registration and other fees associated with soccer play are prohibitive. By actively pursing grants, corporate sponsorships and other fund raising ventures, we hope to fund our financial aid program and our select team accounts to levels that will minimize expenses to players and their families.
Throughout the season the Club will bring you fund raising programs and opportunities. While participation in these fund raising events is not mandatory, we strongly urge your involvement and support of our fund raising efforts.
While it has always been a JYSC rule that all fund raising projects undertaken by club members and teams be brought before the Board of Directors for approval, it is now imperative that you wait for approval on any fund raiser you plan to implement. By actively pursuing outside funding, there will be circumstances when money is given to the Club with restrictive covenants. We do not wish to jeopardize any funding received by violating associated contractual terms.
If you or your team plans to initiate any fund raising activity, you must submit in writing (email is acceptable) the details of the fund raiser to the Board of Directors before you begin. You will be given approval or denial of the plan in writing by the Board of Directors in a timely manner.

Team Manager Duties
Each team should select a team manager. The Team Manager may enlist the help of as many parents on the team as he/she sees fit. The team manager should assist the coach with the administrative duties of the team. These duties include but are not limited to:
***The team manager may delegate any of his/her duties to other parents/players on the team. The manager is ultimately responsible for the fulfillment of all duties.
- Send list of selected players to the Club as soon as possible after the conclusion of tryouts.
- Complete and send list of anticipated tournament play for the seasonal year to the Club.
- Complete and send form to the Club for the team’s League play.
- Complete and send form to the Club for uniform ordering.
- Compile and distribute to each family, contact information for each player on the team
- Communicate to players and parents all plans for tournament play, fund raising activities/commitments with reasonable advance notice.
- Pick-up signed roster and player passes from Registrar when complete. Make copies of signed Official Roster.
- Copy and distribute season game schedules to all players. The Club will send these to you as soon as they are available.
- See that all players are contacted and informed of any rescheduled or canceled games or practices.
- Manage team account. Responsible for submitting all non-parent coach expenses to treasurer for reimbursement
- Communicate information on the team account when asked by any team parent.
- Complete all paperwork for tournament play giving heed to deadlines for submission. Must communicate tournament plans, rules and schedules to players and parents.
- Make team travel arrangements, to include making sure that all players are adequately supervised while out-of-town.
- Assist the Head Coach with whatever he/she should request not specifically mentioned above.

Photo Day: Details for photo day(s) will be announced by email and memo. We will try to schedule your pictures as conveniently as possible. As with all schedules, not everyone will get ideal times. Head Coaches will need to have a photo session as well.
Trophies: For your convenience, Jacksonville Youth Soccer Club is pleased to provide the U4 -U8 players with a trophy. Each trophy will be engraved with the players name, age group, seasonal and seasonal year. Send a list of player’s names as you wish them to appear on the trophy.
Contributions/Advertising: Jacksonville Youth Soccer Club, a not-for-profit corporation, accepts contributions large and small. Businesses and individuals wishing to support the Club through advertising may purchase a sign to be displayed at our soccer fields or place your advertisement or logo on our web site or in our newsletter, Kicker Notes. If you would like to contribute to the Club, any amount is greatly appreciated and needed. Complaints: Complaints should be in writing and sent to Jacksonville Youth Soccer Club. All official complaints will be addressed before the Board of Directors in a timely manner. If you do not wish to make a formal complaint but would like to discuss a problem, you may email jyscinfo@gmail.com.
Conflict Resolution/Grievance Procedure: If you have a problem with a parent, another coach, a referee or any situation you do not feel you can resolve, contact your divisional VP (Girls/Boys). If your problem or grievance is with your divisional VP, contact the Club President. If you have a problem on game day, please seek assistance from the Site Director.
FYSA CODE OF ETHICS
Players
I will encourage good sportsmanship from fellow players, coaches, officials and parents at all times.
I will remember that soccer is an opportunity to learn and have fun. I deserve to play in an environment that is free of drugs, tobacco, and alcohol; and expect everyone to refrain from their use at all soccer games.
I will do the best I can each day, remembering that all players have talents and weaknesses the same as I do.
I will treat my coaches, other players and coaches, game officials, other administrators, and fans with respect at all times; regardless of race, sex, creed, or abilities, and I will expect to be treated accordingly.
I will concentrate on playing soccer. Always giving my best effort.
I will play by the rules at all times.
I will at all times control my temper, resisting the temptation to retaliate.
I will always exercise self control.
My conduct during competition towards play of the game and all officials shall be appropriate and in accordance with FIFA’s "Laws of the Game", and in adherence to FYSA rules.
While traveling, shall conduct myself so as to bring credit to myself and my team.
I will not possess, consume or distribute alcohol, illegal drugs or unauthorized prescription drugs before, during or after any game or at any other time at the field and/or game complex.
Coaches/Volunteers
I will never place the value of winning before the safety and welfare of all players.
I will always show respect for players, other coaches, and game officials.
I will lead by example, demonstrating fair play and sportsmanship at all times.
I will demonstrate knowledge of the rules of the game, and teach these rules to my players.
I will never use abusive or insulting language. I will treat everyone with dignity.
I will not tolerate inappropriate behavior, regardless of the situation.
I will not allow the use of anabolic agents or stimulants, drugs, tobacco,or alcohol by any of my players.
I will never knowingly jeopardize the eligibility and participation of a student-athlete.
Youth have a greater need for example than criticism. I will be the primary soccer role model.
I will at all times conduct myself in a positive manner.
Coaching is motivating players to produce their best effort, inspiring players to learn, and encouraging players to be winners.
My actions on sidelines during games shall be in the spirit of "good sportsmanship" at all times. Profanity, profane gestures, arguing, inciting disruptive behavior by spectators and/or players, or any conduct not in the spirit of good sportsmanship, shall require disciplinary action from the affiliate [JYSC].
To the best of my ability, I will not allow alcohol, illegal drugs and unauthorized prescription drugs to be possessed, consumed or distributed before, during or after any game or at any other time at the field and/or game complex.
Parents/Spectators
I will encourage good sportsmanship by demonstrating positive support for all players, coaches, game officials, and administrators, at all times.
I will place the emotional and physical well being of all players ahead of any personal desire to win.
I will support the coaches, officials, and administrators working with my child, in order to encourage a positive and enjoyable experience for all.
I will remember that the game is for the players, not for the adults.
I will ask my child to treat other players, coaches, game officials, administrators, and fans with respect.
I will always be positive.
I will always allow the coach to be the only coach.
I will not get into arguments with the opposing team’s parents, players, or coaches.
I will not come onto the field for any reason during the game.
I will not criticize game officials.
To the best of my ability, I will not allow alcohol, illegal drugs and unauthorized prescription drugs to be
possessed, consumed or distributed before, during or after any game or at any other time at the field and/or game complex.
Failure to comply with the Code of Ethics may result in the suspension of your privilege to participate
in JYSC and FYSA sanctioned events, for the following periods:
1st offense suspension minimum thirty (30) days to a maximum of five (5) years
2nd offense suspension for a minimum of one (1) year to a maximum of ten (10) years
3rd offense suspension for a minimum of five (5) years to a maximum of fifty (50) years.
NOTE: Any individual charged with a violation of this Code of Ethics shall be
afforded due process as defined in FYSA’s rule section 507 before the
implementation of any suspension.

Jacksonville Youth Soccer Club
As amended at the 2007, General Meeting
Article I Name
This organization shall be known as Jacksonville Youth Soccer Club, hereinafter referred to as JYSC or the Club, a non-profit, educational organization.
Article II Purpose
Jacksonville Youth Soccer Club, its coaches and programs, shall be the leader in organized youth soccer, exemplary in all respects. The Club will provide a total soccer program for youth soccer players of all ages and abilities. The Club and its programs will focus on age appropriate team and player development, coaching and playing in a manner which is fun and appropriately competitive. The Club and its programs shall provide proper instruction and guidance to each youth member and shall create an atmosphere in which each youth player will develop self confidence, practice good sportsmanship, and have respect for self and others.
Article III Membership
Membership in the Club shall be composed of current Volunteer Head Coaches, Recreational and Advanced team members, and parents/legal guardians of current team members.
Section 2 The Board of Directors will annually determine the procedures, rules, regulations, and fees required for sound management of the Club.
Section 3 All members shall abide by the Constitution, By-Laws and Rules and Regulations set forth by the Board of Directors and all Rules and Regulations set forth by any organization which this Club may affiliate.
Article IV Governing Body
The governing body of the Club shall be the Board of Directors, whose
powers shall be designated in the By-Laws. Only club members may occupy positions on the Board of Directors, except for the Director of Coaching position, which may be occupied by a member or non-member. In addition to the above requirements, in order to serve on the board, club members must have reached the age of 21 at the time of election, and must also have been a parent or guardian of a child (or children) who played at least two seasons in the recreational division or have been a head coach in the recreational division for at least two seasons.
Section 2 The governing body, herein referred to as the Board of Directors, shall
be composed of the 1) President, 2) President-Elect, 3) Vice President, Recreational Division, 4) Vice President Advanced Division, 5) Vice President Administration, 6) Treasurer, 7) Vice President of Operations and 8) Vice President of Fields and Facilities, and 9) Other Director positions which may be created or removed at the discretion of the Board of Directors as required to meet the needs of the Club. These discretionary positions are non-voting positions. These positions may be filled or left vacant at the discretion of the Board of Directors and they may be paid positions at the discretion of the Board. The Board should be comprised of not less than eight members. All of the Board positions are elective except the Director of Coaching who serves, on a contractual basis, at the pleasure of the Board of Directors.
Section 3 The Board of Directors shall create divisions as the growth of the membership dictates.
Section 4 The Board of Directors is the governing body of JYSC. The Board of Directors will meet on call of the President OR on request of at least 50% of the Board membership. The President or Board members requesting a meeting shall give all members of the Board reasonable notice of upcoming meetings. The Board of Directors will meet at least once in each calendar quarter. A quorum of the Board is not less than 60% of the number of Board members.
Section 5 Election of Directors will be held annually. The Board will make provisions for the nomination of candidates at least ten days prior to the meeting. The proposed slate of candidates will be published and made available to members 10 days in advance of the General Meeting. Candidates may only be nominated from the floor for positions where no nominee has been proposed. If there is more than one candidate for an office, there shall be a written ballot and that office will be filled by the candidate receiving the largest number of votes. Each successful candidate assumes office on the first day of the month which follows the month during which he/she was elected. They shall serve until their successor is installed. All elected positions are provisional to a satisfactory background check.
Section 6 Should a member of the Board of Directors fail to execute the duties of his/her office, that office may be declared vacant by a two-thirds vote of all remaining Board Members. Any Director absent for more than three Board meetings, consecutively or non-consecutively, during an elective year (June-May) shall be considered to have resigned immediately upon adjournment of the third missed meeting. Resignations triggered by this clause are mandatory and are not subject to withdrawal by the Director whose resignation was forced by absenteeism.
Section 7 When a Board vacancy in office occurs, the Board of Directors shall appoint a replacement who shall hold office until the next General Meeting, when an election shall be held to fill the vacancy.
Section 8 The Board of Directors shall create positions as required to serve the membership and the Board when work load and membership growth dictate. Such positions shall not be voting positions, shall serve at the discretion of the Board, and may be compensated as set by the Board. Job Descriptions for these positions shall be established and approved by the Board of Directors.
Article V Meeting
General Meeting consisting of the Board of Directors and general members shall be held annually. The Board of Directors will make provision to notify each voting member of the club in writing, of the date, time and location of the General Meeting at least 10 days prior to the scheduled meeting date.
Special meetings will be held on call of the President.
Section 3 A General Meeting can be called by petition to the Board of Directors by at least 50% of the voting general members. Such petitions must be in writing, containing necessary signatures and purpose of said meeting.
Article VI Dues and Eligibility
The Board of Directors shall set all fees and dues for Youth membership. Youth is defined as anyone who has not attained his 19th birthday prior to August 1st, of the seasonal year.
No youth member may participate in any event, (practice, game or social function) until all required registration forms are completed.
Article VII Amendments to the Constitution and By-Laws
The Club may adopt amendments to the Constitution and By-Laws by two-thirds vote of those members of the voting membership present but only if a quorum is in attendance. If a quorum is not in attendance, no amendments may be voted on. Amendments may only be made at a General Meeting and only if the voting membership has been notified of the time and place of the meeting at least ten (10) days in advance of said meeting.
Article VIII Voting Membership
The voting membership of JYSC shall consist of the following:
a. Each officer of the Board of Directors (excluding discretionary position holders), holding office at the time of the vote, shall have one vote cast by virtue of his/her position on the Board.
b. All Head Coaches shall have one (1) vote to be cast by the head coach or his/her representative, provided the person casting the vote is not paid by JYSC to coach or train teams at the club. The names of all head coaches should be on record with the ClubRegistrar or other club official as designated by the Board of Directors. Avote cast by a team representative must have a signed and notarized proxy from the head coach. Teams where the head coach is paid by JYSC to coach or train teams at the club will have a designated team manager on file with the club who will be responsible for casting that team’s vote. A vote cast by anyone other than the designated team representative must have a signed and notarized proxy from the designated team representative.
c. No single individual shall have more than three voices.
d. All proxies must be in writing.
Section 2 Quorums and Elections:
a. Members qualified to vote may vote in person, by mail, by email or by written proxy. Valid proxies and mailed-in ballots count toward a quorum. In order to be counted, proxies must be brought to the meeting at which a vote will be held. Mailed-in ballots or emailed ballots shall be counted only if they are received by theClub before the commencement of the meeting at which a vote will be held and brought to the meeting.
b. A quorum for all votes shall consist of 25% of the voting membership.
c. The terms of members of the Board of Directors shall be 2 years except the President andPresident-Elect positions, which shall each be a one year term.
d. ThePresident, President-Elect,Vice President Advanced Division, Vice President Recreational Division, Treasurer, and Vice President of Fields and Facilities shall be elected on even years.
e. President, President-Elect,Vice President Operations, and Vice President Administration shall be elected on odd years.
f. The board of directors will make every effort to secure the attendance of a quorum, but in the event a general meeting is held and a quorum of the voting membership is not in attendance in person or by proxy, the sitting board members will remain in their positions until the next general meeting is conducted. If elections are postponed because of the lack of a quorum, the board of directors will hold another general meeting for the purpose of conducting elections, as soon as is practicable, but in no case more than 120 days after the meeting at which a quorum was not achieved. This process will be repeated until a quorum is achieved and elections are held.
Article IX Term Limits
As it is in the interest of the Club to include as many members as possible in leadership positions, and in furtherance of the interests of transparency and avoidance of abuse of authority, service on the board of directors is limited as follows:
a. No individual may serve more than two consecutive terms in a single board position, except that a director selected by the board to finish the term of a departed director may be elected to two additional, consecutive, terms following his selection by the board;
b. No individual may serve more than three consecutive, termson the board of directors, in any combination of positions;
c. For the purposes of the term limit provisions in paragraphs a and b of this Article, a person who has resigned a board position for any reason is considered to have served the entire term in the position from which she resigned.
d. The provisions of this article apply retroactively; and
e. Calculation of an individual’s past service on the board of directors for the purposes of enforcing the limitations described in this article will be determined by Club records, or other records and/or testamentary evidence.
Article X Conflicts of Interest
As the Club has an interest in avoiding conflicts of interest and in avoiding even the appearance of impropriety, business dealings with the Club are limited as follows:
a. No member of the board of directors or any corporation or other business entity in which he/she is an officer or board member or of which he/she owns more than five percent of the stock, shall do business with the Club;
b. This prohibition extends to all types of business, including but not limited to prohibitions against directors selling goods or services to the club;
c. No person may be both a member of the board of directors and a contracted employee of the Club at the same time, with the exception of the Director of Coaching.
d. No board member shall hold any paid position that is in a conflict of interest with the position he/she holds on the board of directors with the exception of regular service performed pursuant to a fixed fee structure.
e. Prior to the beginning of Fall Season, the President shall appoint a committee of not less than three members, who will evaluate any/all board members seeking a paid position within the Club. After evaluation, the committee shall present its findings to the full board of directors as to whether or not their proposed activities or position constitute(s) a conflict of interest.

For Jacksonville Youth Soccer Club
As amended at the 2007 General Meeting
Article I Board of Directors
The Board of Directors of the Jacksonville Youth Soccer Club, herein called JYSC or the Club, shall be elected from members who have been active in the Club and/or who through their effort have shown the desire to administer the procedures, rules and regulations of this organization.
A. Upon election, every board member shall have a background check. Service on the Board is provisional to passing the background check. The Director of Operations shall be responsible for initiating the background checks for all newly elected directors.
B. Convicted felons are prohibited from serving on the Board of Directors.
Section 2 Those who are eligible to vote in the election of officers (Board of Directors) are the voting membership of the Jacksonville Youth Soccer Club as defined in the Club’s Constitution.
Section 3 The Board of Directors having voting privileges shall consist of the following positions:
I. President
II. Treasurer
III. Vice President Advanced Division
IV. Vice President Recreational Division
V. Vice President Administration
VI. Vice President of Operations
VII. Vice President of Fields and Facilities
VIII. President-Elect
Article II Duties of the Board of Directors
Administrative Authority: The administrative authority to represent and conduct the business of JYSC is vested in the Board of Directors.
The duties of the Directors shall be as follows:
A. President
1. Presides at all Board of Directors meetings
2. Provides leadership, inspiration and direction for the Club programs during term of office.
3. Holds remainder of the Board responsible for fulfilling their obligation to the position they hold.
4. Presides over General Meetings of the Club.
5. Represents the Club in affiliated organization meetings.
6. May appoint committees as necessary. These shall be selected from the general membership, where possible.
B. B. President-Elect
Shall be directed by the President.
C. C. Treasurer: The treasurer shall demonstrate fitness for service in the treasurer position by showing fiscal responsibility through a
financial background check. The Registrar shall be responsible for initiating the background check,
2. maintaining records and receipts on all funds received, obligated and expended or held in trust or savings deposit, report on financial
status of JYSC, and will serve as the chairperson of the Budget committee. In addition, the Treasurer shall compile an annual proposed
budget in conjunction with the Budget Committee, for presentation to the AGM, submit financial procedures and recommend policies in
accordance with the By-laws and Rules of JYSC.
7. Treasurer shall safeguard JYSC financial records and meeting minutes at the JYSC office, or at his/her home, if there is no JYSC office
8. and shall make JYSC financial records and meeting minutes available to voting members of JYSC at reasonable hours.
D. D. Divisional Vice Presidents
1. In the absence of the President, the following Directors shall preside at Board or General Meetings in order; President Elect,Vice
President of Select Teams,Vice President of Boys, Recreational Division or the Vice President of Girls, Recreational Division.
2. Shall be responsible for the operation and administration of the program in his/her division under the general guidelines established by
the Constitution, By-Laws, and Rules and Regulations.
3. Shall appoint and direct volunteers and committees within his/her division as necessary.
4. Shall appoint a uniform coordinator who is responsible for distribution of team uniforms and equipment to Coaches of the divisions at the
start of the season.
5. Will assign players and coaches to teams within the guidelines of the Club’s Rules and Regulations.
6. Shall conduct meetings within his/her division that may be required to administer that division.
E. E. Vice President of Administration
1. Shall be responsible for maintaining the Rules and Regulations for JYSC.
2. Shall work in concert with the Executive Director and Registrar in maintaining the records of JYSC.
3. Shall be responsible for publications, web site, and public relations for JYSC.
4. Shall chair Disciplinary Committee and preside at hearings of the Disciplinary Committee.
5. Shall be responsible for concessions and oversee the performance of the Concession Manager whose duties are prescribed by the Board
of Directors.
F. F. Vice President of Fields and Facilities
1. Will co-ordinate all maintenance and improvements to JYSC facilities and playing fields.
2. Will appoint volunteers and committees as necessary
3. Will maintain accurate up-to-date written inventory of all physical equipment, and uniforms including current value of said equipment and
uniforms.
4. Submit approved specific lists of materials to vendors, requesting competitive bids on time/date delivery of specified quantity and quality
of equipment.
5. Shall arrange for storage of all Club equipment when not in use.
6. Is responsible for formulating and maintaining a list of equipment/supplies/keys issued and to whom. Is responsible for the collection of
said equipment/supplies/keys at the end of each season.
7. Is responsible for distribution of field equipment prior to the start of play and collection of this equipment at the end of play.
G. G.Vice President of Operations
1. Will coordinate and prepare all game and game-related schedules for all Divisions of JYSC.
2. Will do all field scheduling for games.
3. Will establish a list of practice fields, establish approval for their use, and schedule their use by JYSC teams.
4. Will be responsible for the Tournament Director whose duties are prescribed by the Board of Directors. Tournaments and tournament
participation by JYSC teams will be governed under conditions set forth in the Rules and Regulations of the Club.
5. Will be responsible for the job performance of the Director of Referees whose duties are prescribed by the Board of Directors
6. Will be responsible for the job performance of the Site Director(s) whose duties are prescribe by the Board of Directors.
H. H. President-Elect
1. Will preside at Board Meetings or General Meetings in the absence of the President.
2. Shall be directed by the President.
I. Nothing in these By-Laws shall prevent Board members from assisting each other with their designated tasks.
Article III Other Positions
Other positions may be created and established by the Board of Directors. These positions are non-voting positions. These positions may be filled or left vacant at the discretion of the Board of Directors and they may be paid positions at the discretion of the Board.
Article IV Financial Responsibility
No one may hold himself out as having authority to bind JYSC to any contract without prior approval of the Board.
B. JYSC will not be bound by any contract entered into by anyone, including its Directors, unless the Board has approved the contract before it is executed.
C. This Article does not apply to contracts calling for payment by JYSC of an aggregate sum of less than $300 during the entire duration of the contract.
D. This Article does not apply to contracts which do not require any payment by JYSC, so long as the contracts are of less than 30 days duration.
E. The Treasurer will have an audit or review of the JYSC financial records by an independent CPA approved by the Board of Directors. This audit/review shall be done not less than once per year.
F. A budget oversight committee shall be formed at the beginning of each seasonal year. This committee shall be comprised of not less than three (3) club members. The Treasurer is prohibited from serving on this committee. This committee will meet at a minimum of once per year with the Club’s review/audit firm to discuss the Club’s monetary policies and record keeping.
G. The Treasurer will file all necessary local, state and federal tax returns as required by law.
The fiscal year of the club shall be June 1 through May 31.
Article V Sunshine
A The financial records of JYSC are open to inspection by any of its voting membership upon reasonable notice at the JYSC office during business hours and other times approved by the Board.
B Contracts to which JYSC is a party are open to inspection by any of its voting membership upon reasonable notice at the JYSC office during business hours and other times approved by the Board.
Article VI Incorporation of State and National Soccer Association Rules
A. The Florida Youth Soccer Association constitution, bylaws and rules are incorporated into this document by reference and any issues not specifically addressed by the JYSC Constitution, Bylaws or Rules are governed by the FYSA.
B. The JYSC Constitution and Bylaws are intended to be consistent with the rules governing the Florida and National youth soccer associations, and to the extent that any provisions of the JYSC Constitution or By-laws may conflict with state or national rules, the state and national rules are controlling.
Article VII Ethical Conduct
Every paid or volunteer representative of Jacksonville Youth Soccer Club shall at all times, show respect to, and not disparage opponents, players, parents, coaches, referees, board members, the Club or its members. Above all, every paid or volunteer representative of Jacksonville Youth Soccer Club has an obligation to exhibit the highest level of sportsmanship at all times.
Article VIII Violation of the Law
E Every paid or volunteer representative of Jacksonville Youth Soccer Club has the absolute duty to the Club and its participating players, and their parents, to refrain from violating any of the laws of the State of Florida or the United States. No paid or volunteer representative of the Club shall make a material misrepresentation in connection with his/her mandatory Florida background check. No paid or volunteer representative of the Club shall consume alcohol or illicit drugs at any Club facility or consume or be under the influence of alcohol to excess or illicit drugs while acting in his/her capacity as a paid or volunteer representative of the Club.
Every paid or volunteer representative of the Club shall immediately notify the Club of any of the following:
· If he or she is arrested for or convicted of any criminal offense.
· If any parent or child makes a complaint that could be construed as an accusation that the paid or volunteer representative of the Club committed an act of inappropriate physical or sexual conduct on or in the presence of a child.
Further, the paid or volunteer representative of the Club shall immediately notify the Club of any complaints by any child or parent, that another coach, volunteer, child or parent has committed an act of inappropriate physical or sexual conduct on or in the presence of a child, or has committed a criminal offense involving a child.
The Club shall have the unilateral right to conduct an investigation of any such allegations and impose any sanctions which it, in its sole discretion, deems appropriate. The Club shall also have the unilateral right to suspend, with or without compensation, or terminate or limit the participation of a paid or volunteer representative of the Club immediately, or during or after an investigation, for any violations of this policy.

SELECT DIVISION
Try-Outs
Select team players shall be selected through open tryouts. The team roster must be set prior to the assignments for Recreational Division teams for the fall season. For teams being newly formed for the spring season, open tryouts will be conducted after fall tournaments. Team rosters will be set before spring season assignments for Recreational Teams.
Notification
The coach or trainer responsible for making the final decisions, after consulting with the Director of Coaching, concerning players who try out for select teams shall substantially comply with the notification procedure as directred by the Director of Coaching at the coach’s meeting proceeding tryouts.
Roster
Select teams for ages U18-U19,shall have no less than 13 players and no more than 22 players on a roster. U13-U17 teams shall have no less than 13 and no more than eighteen (18) players on the roster. The U11 –U12 team(s) shall have no less than ten (10) and no more than fourteen (14) players on the roster. The U09 - U10 teams shall have no less than eight (8) and no more than twelve (12) players on the roster.
Dual Rostering
In general, there is no dual rostering within JYSC. However players may request to “dual roster” provided they submit a request to the Director of Coaching and VP of Select. The Director of Coaching and Vice President of Select shall consult with the primary coach and the coach of the team the player is requesting to dual roster with. If the coaches of both teams and the Director of Coaching and Vice President agree that the request is reasonable, and in the best interest of both teams and the player, the Vice President shall submit the request to the board at the next regularly scheduled meeting. The board shall consider such requests on a case-by-case basis, considering the totality of the circumstances involved.
Commitment
The commitment of a Select team player to the team, and the team and the Club to the player is for one (1) seasonal year (fall and spring season), unless otherwise approved by the Board of Directors. If a player fails to honor this commitment, he/she must obtain approval from the Board before he/she is allowed to play in the Recreational Division for the balance of the seasonal year.
Inter-Club Transfer
Recreational Division players may transfer from a Recreational to a Select team during a playing season only if released by the Recreational team’s coach and only if the Select and Recreational Division Vice Presidents, the Director of Coaching and the Board of Directors approve the transfer. Recreational Division players may transfer to a Select team after any Recreational Division season is complete.
Fees
The Board of Directors shall set the Select Division fees. Said fees shall be for one (1) full seasonal year (fall and spring). Payments for the Select Program shall be paid as prescribed by the Board of Directors. If necessary, a player may make other payment arrangements by requesting, completing and submitting to the Club, a Financial Aid form. Exact deadlines for payments shall be set by the Board of Directors. Payment of fees may be made on the Club web site or payments may be sent to the Club Post Office Box.
Refunds
Fees are not generally refundable after the opening day of the fall season. However, any player who withdraws from the select division may apply to the Board of Directors for a full or partial refund. The Board will consider such requests on a case by case basis and will have discretion to issue such refunds, in whole or in part.
Uniforms
Select teams will be responsible for ordering a set of uniforms for the seasonal year unless otherwise set by the Board of Directors. The Team Manager is responsible for picking-up the completed uniform packages from the vendor. Select teams will wear only uniforms provided by the Club.
Practices
Time and day of practices will be set by the Director of Coaching, subject to availability of the site selected and the conditions set by the Club for the use of that site. In accordance with U.S.Y.S.A. guidelines, players 12 and under should not play more than 100 minutes per day, with a training session to match ratio of 2:1 (two training/practice sessions: one match per week) and those players 13 and older should not play more than 120 minutes per day with a training session to match ratio of 3:1 (three training/practice sessions to one match per week). *When calculating the practice/training to match ratio, the coach must take into account the practices and matches of any/all players participating on a school soccer team.
Team Accounts
The team manager/treasurer will be responsible for an accounting of all monies used by his/her team for the seasonal year. The manager/treasurer shall keep a written record of all money taken in and all money spent and shall make this information available to team parents should they ask to see it.
The manager/treasurer may keep the team funds any way he/she chooses. He/she may keep the funds in cash or perhaps he/she may choose to set-up a booster bank account.
A bank account for a team and payment from a team account held by the team manager/treasurer does not enjoy any privileges of Jacksonville Youth Soccer Club’s 501 c status, nor JYSC’s tax exempt status. Teams may not purchase anything without paying tax nor use JYSC’s tax exempt number for a purchase unless, JYSC is provided an invoice/receipt and writes the check. The procedure for JYS to write a check is detailed below.
There are two types of money that may be collected for the team accounts. One type may be deposited with the team manager/treasurer, the other must be deposited only with the Club.
Funds that may be deposited with the team manager/treasurer: 1. a check written by a parent for his/her child’s portion of any team expense. 2. Money collected by the team from a fundraiser such as a candy sale, car wash, cookie dough sale etc.
Funds that must be deposited with JYSC and directed to a team account kept by JYS: Any grant or donation received that has JYS listed as the entity of the grant or donation or that uses JYS’s 501c, tax exempt status. Also, any parent that wishes to contribute money to a team to buy all the team members an item (for instance, a backpack) may write a check to JYS which will be considered a tax exempt contribution. The contributor is entitled to claim the entire amount contributed minus the amount of the item for his/her child. All contributions made to JYS will be acknowledged with a letter.
Each team may use money in its JYS team account. To use JYSC team account money, each team will need to provide the club with a receipt/invoice for the expense to be paid.
Use of Team Account Funds: Teams may utilize the money in their private and JYSC team accounts for tournament fees, gear and equipment and for certain travel expenses as allowed by Club rules and policies. The proper documentation (including receipts) must be furnished to the Club treasurer before funds are released from a JYS team account.
Non-parent Coach Reimbursement
The customary, non-binding Club guidelines for reimbursement of a non-parent coach allow for up to maximums of: Per diem $50.00 (food/miscellaneous expenses), Mileage: actual or the current IRS figure, Lodging up to $120.00/day.
Requirements to Contribute: Parents of team members shall be notified at team try-outs concerning any expectation for contributions or expenditures to the team or team account for the upcoming seasonal year. Parents of team members cannot be compelled or obligated to contribute to a team account and a player may not be sanctioned or treated differently from any other player on the team as a result of his or her parents’ failure or inability to contribute to the team account.
Accounting: At any time during the seasonal year or following the spring season, the parents of any player who request an accounting of the team’s expenditures for the seasonal year shall be furnished with documentation and information sufficient to show the amount of money which was deposited into the team account and all expenditures paid from the team account during the seasonal year. The head coach, Team Manager and Club treasurer shall cooperate in order to promptly furnish the documentation and information to any team parent who requests it.
Tournaments
Teams wishing to participate in any tournament, including State and Regional Cup, must receive approval from the Director of Coaching. Registration for a tournament prior to approval from the DOC is prohibited. All teams are expected to participate in State or Regional Cup play unless approval from the DOC is received to not participate. The Club will be responsible for the registration fee for State Cup and Regional Cup for all JYS teams participating. The Club will also cover all referee fees associated with State and Regional Cup play. Should a team be approved to NOT participate in State or Regional Cup, the Club shall pay for an alternate tournament for that team during spring season.
Playing Time
It shall be the object of the team coach in every age group, to give each player an equal share of training and an equitable amount of game participation. For U10 –U11 Select teams only, each player present, and not restricted for health or other reasons, MUST play a MINIMUM of one-half (1/2) of each game. The only exception to this rule will be based on a coach’s decision to limit or reduce playing time for disciplinary reasons. If a coach decides to limit or reduce playing time as a result of a player’s conduct during a game, the coach shall advise the player and his/her parent(s) of the reason(s) for the disciplinary measures immediately following the game if possible or within 24 hours if immediate notification is not possible or practical.
Playing Up
Players that will be in any age group younger than U10 of the seasonal year for which tryouts are being conducted, will not be permitted to try-out for any select team, with the following exception; players that will be in the U09 age group of the seasonal year for which tryouts are being conducted, according to FYSA official age groupings, may tryout for the U10 select team if and only if, his/her birthday is in the month of August and he/she will be entering the fourth grade. In the Select Division U13 and older, players have the discretion to tryout for a team which is one age group higher than the player’s current age group at the time of the tryouts. Before selecting a player that is not of the correct age, the coach must consult with the Director of Coaching and receive approval for the selection. Although there is no restriction on selecting players who are eligible to tryout for a particular team, coaches making the selections are discouraged from taking a younger player who the coach anticipates will not be a “starter”.
Uniformity
All rules and regulations for the Jacksonville Youth Soccer Club and any team rules must be enforced uniformly.
Other
In all areas not specifically mentioned above, the Select Division Teams will be guided first by the Rules and Regulations of Jacksonville Youth Soccer Club, then by the rules of the League(s) to which JYSC belongs or that the team may play in, or by FYSA, USYS, USSF, FIFA or by any specialized rules for tournament play.
RECREATIONAL DIVISION
Roster
The number of players on a team and the number of players on the field of play for each age group shall be determined by the Board of Directors. The board will endeavor to format teams as recommended by the Florida Youth Soccer Association. U5-U6 teams shall have no less than four (4) and no more than six (6) on the roster. U7-U8 teams shall have no less than five (5) and no more than eight (8) on the roster. U9-U10 teams shall have no less than eight (8) and no more than twelve (12) on the roster. In some circumstances a team or the Club may add one player over the stated roster maximum, provided the Coach of the team, and the Director of Coaching approve the addition.
Dual Rostering
There is no dual rostering within the Recreational Division of Jacksonville Youth Soccer Club.
Commitment
Anyone electing to play soccer with the Club may do so if they are able and willing to commit themselves to the Rules and Regulations of the Club and those organizations with which it affiliates, so long as the Club has the resources for such play. Players are selected on a first come, first served basis through an open registration process.
Inter-Club Transfer
Recreational Division players may transfer from a Recreational to a Select team during a playing season only if released by the Recreational team’s coach and only if the Select and Recreational Division Vice Presidents, the Director of Coaching for Select Teams, the Director of Coaching for Recreational Teams and the Board of Directors approve the transfer. Recreational Division players may transfer to a Select team after any Recreational Division season is complete.
Fees
The Board of Directors shall set the Recreational Division fees.
Refunds
Refund of fees shall be made for withdrawal of players as follows: a) Full refund before final team assignments. b) One-half (1/2) refund between assignments and Opening Day. c) No refunds after Opening Day
Uniforms
Uniforms will be provided by the Club. Teams are required to wear the uniforms as provided by the Club for all games. The HOME jersey is GREEN The AWAY jersey is WHITE.
Practices
Time and day of practices will be set by the team’s coach, subject to availability of the site selected and the conditions set by the Club for the use of that site. Coaches must select a practice site as close as possible to the “neighborhood” of the team. In accordance with U.S.Y.S.A. guidelines, U5-U8 should have a practice to match ratio of not more than 1:1 (one practice session to one match). U9-U12 players should have a practice to match ratio of not more than 2:1 (two practice sessions to one match). U14-U19 players should have a practice ratio of not more than 3:1. Duration of practice should be 60 minutes or less for U5-U8, 100 minutes or less for U9 – U12, 120 minutes or less for U14-U19.
Divisions
There is a Boys Division and a Girls Division within the Recreational Division of the Jacksonville Youth Soccer Club and they shall remain separate. No girl may play on a boys’ team and no boy may play on a girl’s team.
Team Assignment
Fall Season: players are assigned to teams based on a number of factors which can change from time to time. Although special requests are considered, JYSC cannot guarantee that any particular player will be placed on a specific team and cannot guarantee that any special requests will be honored.
Spring Season: Team assignments are also based on a number of factors which can change from time to time. It is the goal and preference of JYSC to maintain a team’s roster from the fall to the spring season whenever possible. However, JYSC cannot and does not guarantee that rosters will be the same on any particular team from the fall to the spring season and does not guarantee that any player will play on a particular team. The goal of the division vice presidents when forming teams shall be to achieve parity among teams in each age group.
Recreational Age Groups U7 U8 U9 U10
Objective: To provide recreational players in the U7, U8, U9 and U10 divisions with an opportunity for improving player development through professional training provided by the Club.
Participation: Participation is for all U7, U8, U9 and U10 players regardless of ability. U7-U10 teams will participate in an intra-club rotation. In some circumstances, U10 teams may participate in a rotation with both intra-club teams and teams from other area clubs.
Team Composition Guidelines: There will be no try-out or selection process for U7, U8, U9 and U10 teams. Teams shall be composed prior to the Fall season and may stay together through the Spring season. Teams that compete with other area clubs, if any, and their composition, will be determined by JYS staff. All U7, U8, U9 and U10 teams are subject to the same rules and regulations as any other recreational team.
Coaching: Coaches for the U7-U10 teams will be volunteers who should hold at least an “E” license or have equivalent playing experience. One (1) practice per week will be conducted by the Club training staff. The team coach may hold a second practice for his/her team if he/she so desires.
Playing Time. All players U5-U14, who are not restricted for health or other reasons, MUST play a MINIMUM of one-half (1/2) of each game. The only exception to this rule will be based on a coach’s decision to limit or reduce playing time for disciplinary reasons. If a coach decides to limit or reduce playing time as a result of a player’s conduct during a game, the coach shall advise the player and his/her parent(s) of the reason(s) for the disciplinary measures immediately following the game if possible or within 24 hours if immediate notification is not possible or practical. U15-U19 players are not subject to the ½ time playing rule. Playing time is at the discretion of the coach, with the understanding that the coach shall give all players on the team a chance to participate.
Playing Up
U5-U14 players shall play within their age group as defined by FYSA rules. However, a player may play in the age group immediately above his/her age group if the Board approves a timely request to “play up”. The board shall consider such requests on a case – by – case basis, considering the totality of the circumstances. Allowing players to “play up” shall be rare exceptions to the general rule requiring players to play in their age group. Players in the U-16 age group may play in the U-19 age group without seeking approval from the board.
Playing Down
A player may only “play down” in the age group immediately below his/her age group if the Board approves a player’s timely request to “play down.” However, a request to “play down” shall only be granted where the Board determines, in its sole discretion, that it is in the best interest of the player due to physical, emotional or mental limitations.
SELECT AND RECREATIONAL DIVISIONS
Registration
All information requested by the Club and the State on Registration Forms is important. Failure to provide information or correct information can penalize a player or cause forfeiture of the right to play due to circumstances beyond the Club’s control. Players who are not registered with F.Y.S.A. shall not be allowed to participate in any practice, game or club activity.
Age Groups
The Jacksonville Youth Soccer Club will field teams by age group as permitted by the available players, coaches and Club resources. Age groups will be in accordance with State and/or National guidelines and in accordance with age groups for competing clubs and organizations.
Removal of Player
A coach may petition the board to remove a player from his/her team. The petition shall be in writing with a copy furnished to the player and his/her parents by regular mail or hand delivery within five (5) days from the date that the coach submits the petition to the Board. The Board shall hold a hearing on the petition after providing at least seven (7) days written notice to the coach, player and the player’s parents which notice shall include the date, time and location of the hearing. The hearing must be held within thirty (30) days from the date that it is submitted to the Board. The Board shall furnish the petitioning coach, player, player’s parents and any other interested person with a full and fair opportunity to present pertinent evidence. Following presentation of the evidence, the Board shall immediately conduct a closed meeting and shall vote to approve or deny the petition. The Board’s decision shall be communicated to the coach, player and the player’s parents within 48 hours.
Grievances
Any coach, player or parent may present a grievance to the Board for violation of any rule or regulation. Such grievance shall be considered by the Board of Directors at any regular or special meeting of the Board. The Board shall communicate its decision concerning such grievance to the person making the grievance and all persons affected by the Board’s decision within 48 hours from the time that the decision is made.
Coaches
Coaches shall be nominated by the Divisional Vice Presidents, and approved by the Board of Directors. If possible, all coaches shall be responsible adults. Any team which is assigned a young coach (i.e. high school student) shall have a team parent designated as the “Team Manager” who shall be responsible for assisting the coach and the team. Coaches will be provided with a Coach’s Handbook each season or each seasonal year. All coaches are responsible for reading the handbook and following all of the rules, procedures and regulations included in the handbook.
Conduct
All coaches, players, and parents shall conduct themselves in accordance with the highest moral and ethical standards of the Jacksonville Youth Soccer Club. All coaches, players and parents shall show respect for each other, opposing players and parents, referees and the game of soccer in general. JYSC has a zero tolerance policy for swearing, insubordination, unsportsmanlike conduct, use of alcoholic beverages, use of tobacco products and use of illegal drugs, all of which shall be sufficient cause for immediate disciplinary action which may include suspension or expulsion from all future JYSC activities. Misconduct cases may be considered by the JYSC Disciplinary Committee which shall make a recommendation to the Board or may be considered initially by the Board of Directors.
Discipline
The Vice President of Administration chairs the Disciplinary Committee. Committee members shall be appointed by the Club President and approved by a majority vote of the Board of Directors prior to the start of each season. This committee may hear all disciplinary matters and shall present recommendations for disciplinary action to the Board which may approve, modify or reject the committee’s recommendations. Alternatively, disciplinary matters may be heard initially by the Board of Directors.
Sanctions: Any sanctions shall be commensurate with the gravity of the offense and the totality of the circumstances, including consideration of any repetitive or related misconduct by the person accused of misconduct. The committee and the Board shall consider the F.Y.S.A. rules as guidelines for any sanctions. Any findings or decisions of the disciplinary committee or the Board shall be furnished to the complaining person(s), to the accused and to all persons affected by the decision, including the district commissioner. Any sanctions imposed upon a member of the Jacksonville Youth Soccer Club may be appealed through the due process procedure included in the F.Y.S.A. rules in place at the time that the decision to impose the sanction is made.
Rescheduling Games
Certain procedures are established each season for rescheduling games. Coaches are responsible for following the prescribed procedures as set forth in the current season’s Coach’s Handbook and scheduling league .
Out-of-Town Match Play/Out-of-Town Tournament Play
Coach Responsibility: Any team desiring to play in a game or tournament where team members must stay overnight away from home, must be approved in advance by the Board of Directors. Teams must submit tournament lists to the VP of the Division prior to the start of the season or prior to entry into a tournament. The VP of the Division shall then submit the list to the BOD for approval.
Parental/Guardian Responsibility: Parents/Guardians of players participating in tournaments or matches where an overnight stay is necessary, shall make reasonable arrangements for their children concerning travel, meals, accommodations, chaperoning/supervision and all other requirements necessary for the care and safeguarding of their children. Players shall not stay overnight in the same room with any coach unless the coach is the player’s parent. If parents cannot attend an out-of –town match/tournament, they must arrange for the parents of another player, or another suitable adult who is not a coach at JYSC, to supervise and chaperone their child.
Fund Raising
The Board of Directors must approve all fund-raising projects in advance.
Use of Fields
The use of JYSC fields or equipment for any event, including a soccer camp or for a private training session must be approved in advance by the Board of Directors.
V Use of Club Name
Use of the Club name for any reason, must be approved in advance by the Board of Directors. This shall include, but is not limited to, team or personal web sites, brochures, other publications, advertisements, contributions and endorsements.
Injuries
If a player is injured during practice, a game or during any other JYSC activity which injury requires treatment by a physician or which requires hospitalization, the player must have permission from his/her doctor and from his/her parent(s) before returning to practice or playing in a game.
Illegal Equipment
In accordance with the laws of the game, the referee shall be responsible for directing players to remove any jewelry, equipment or anything else which, in the referee’s discretion, may cause an injury to the player or another player. Religious medals or jewelry may be worn, but only if the referee is satisfied that it is taped or secured sufficiently to avoid the risk of injury.
Casts and Braces
Players wearing an orthopedic cast or metal brace shall not be eligible to participate in any game. Any other recognized supporting device may be used providing the referee determines, in his or her sole discretion, that the device will not present an increased danger or risk of injury.
Protective Equipment
All JYSC players will be required to wear protective shin guards (to be worn beneath their game socks) at all times while actively participating in a game or practice. Such shin guards shall be of the type and style of protective athletic equipment specifically designed to protect the player’s lower legs (shin bones). Shin guards must cover ¾ of the player’s shin.
Footwear
Shoes having “toe” cleats will be disallowed for all J.Y.S.C. players. Shoes with screw-in cleats are allowed provided the referee, in his or her sole discretion, determines that the shoes do not present an increased hazard or risk of injury.
Additional Rules
The Board of Directors of the Jacksonville Youth Soccer Club reserves the right to make any temporary rules as they deem necessary to carry out the purpose of the Club.
Rules of Play
F.I.F.A., U.S.S.F., U.S.Y.S. and F.Y.S.A. rules shall govern the playing rules for the Jacksonville Youth Soccer Club with the exceptions noted in the following sections.
Referees
The referee’s judgment with regard to the actual happenings and occurrences related to the conduct of the game, and to those prerogatives or judgments inherently granted to the referee by the “Laws of the Game” as published by F.I.F.A. shall not be challenged. Once the referees appears for a game to which he/she has been assigned, he/she is in control of all aspects of that game until the game has been concluded and players, coaches, and officials have left the area.
Referee Duties & Responsibilities
A. If possible, a referee shall not referee a game in which his/her team is a participant. B. The referee shall check and make certain that each player’s equipment is in proper order. C. The referee shall make certain that both goals are properly anchored. Should the referee find that the goals are not properly anchored it shall be the duty of both Head Coaches to properly anchor the goals. D. The referee shall require that both teams enter all the appropriate information on the League or Club Referee Report or Roster Card prior to the start of the game, if required by the League or Club for that level of competition. All teams must present the appropriate documentation prior to each game as may be required by the rules implemented by F.Y.S.A., NFYSL or JYSC which are in effect at the time. E. In situations where a player has been ejected, the referee shall prepare a report detailing the circumstances leading to the player’s ejection from the game. F. In the event of a forfeited game, the referee must complete, and sign a Report, citing the reason for the forfeit, and forward the report to the Referee Director or the Board of Directors. G. The referee’s judgment with regard to the physical condition of a field and its suitability for play shall not be challenged. However, the referee is expected to consult with Club officials before deciding whether the field is suitable for play. In addition, if a Board Member or site director deems a field unsafe for play, then said Board Member or site director has the authority to cancel play on the field. H. It is the referee’s responsibility to report any incident involving a player, coach or parent which might bring discredit to the game of soccer or the Jacksonville Youth Soccer Club.
Coaching Presence
At least one (1) coach or designated representative of the team must be present at any team
function. Games will not be played if either team is unsupervised. Absence of a coach is not an acceptable reason for cancellation or postponement of a game. The team and coach must provide a replacement for the absent coach.
Sideline Coaching
There shall be no more than three adults per team on the players’ side. The Head Coach, Assistant Coaches/Team Parent in any combination shall comprise the three adults. Coaching from the sideline by giving direction to the team on points of general strategy and position is permissible only from the general area of the team bench. The tone of voice utilized shall be informational, respectful and constructive. Any device designed or intended to amplify the voice of a coach or parent is prohibited. Coaches are encouraged to keep advice concerning strategy and position to a minimum during the games. Derogatory remarks or gestures, including the use of profanity, or any other remark or behavior which is disruptive or unsportsmanlike will not be tolerated.
Coaching Area: The benches shall be a twenty (20) yard maximum area on each side of the half line. Coaches, players and team parents shall stay in the area of the bench during the game except for players who are at the center line for purposes of a substitution. from the game and the park and may result in additional disciplinary action by the disciplinary committee or the Board of Directors.
Coaching Violations: Any violation of these standards, as determined by the referee or the site director, may result in ejection
Substitutions
There is no limit to substitutions. However, a substitute may not enter the field of play until given a signal to do so by the referee. Substitutions may be made A.Prior to a throw-in in the substituting team’s favor. B.Prior to a goal kick by either team. C. After a goal. D. After an injury, to a player(s) on either team, when the referee has stopped play for the injured player, and approved the substitution(s) which shall be limited in number to the number of players substituted due to injury. E. Between periods. No person is allowed to enter the field of play at any time without permission from the referee.
Goalkeeper Substitution
The referee shall be notified before any goal keeper substitution. If, without notifying the referee, a player changes places with the goalkeeper during the game or between periods, or a new goalkeeper is substituted and then handles the ball within the penalty area the players concerned shall be cautioned immediately when the ball goes out of play. If the referee stops the game to administer the caution, it shall be restarted by an indirect free kick, to be taken by a player of the opposing team, from the place where the ball was located when the play was stopped.
Four-Over Rule (U7/U8)
The “Four-Over Rule” is to encourage all players to be actively engaged in the game as much as possible. The rule states that “all four players on the attacking team must be on the offensive side of the field when the ball goes in the goal.” If any attacking players remain on their defensive half when the ball goes in the goal, the ball shall be restarted as a goal kick by the defending team and no goal shall be scored.
Weather Conditions
Coaches cannot cancel a game due to weather conditions. The referee, a member of the Board of Directors or the site director are the only people authorized to cancel games due to weather conditions. If the Site Director or other Club Official stops play due to lightning, the fields and all adjacent areas of the Park must be cleared and all people present in the park should immediately move to the safest available areas.
Field Size
Size of the fields shall be determined by the Board of Directors in keeping with Club goals and requirements necessary to comply with rules of organization with which the Club affiliates.

Red Card Infraction
Coaches or players who receive red cards may be banned from the bench area, the playing field or the park as determined by the referee or the site director. In addition to being ejected from the current game, a red-carded player must “sit-out” of his/her team’s next REGULARLY scheduled game. The next REGULARLY scheduled game includes tournament play. If the red card was issued in the last game of the season, the penalty carries-over to the first game of the following season if no regularly scheduled games are played in-between seasons.
Yellow Card Infraction
When a player receives a yellow card for play within the Club, it shall be within the coach’s discretion to substitute the player or to discipline the player depending on the nature of the infraction and the totality of the circumstances (i.e. age group).
Games
If possible, all games shall be started at the scheduled time. A team shall be allowed fifteen (15) minutes from the scheduled starting time to field the required number of players for its age group. If a team cannot field the required number of players for its age group within that time, the game shall be forfeited. The minimum number of players to start a game, by age group, are as follows: A. U-5 & U-6 - 2 players B. U-7 3 players C. U8-U-9 – 4 players D. U10 – 6 players E. U-12 and higher - 7 players.
The opposing team is not required to play “short”.
Refusal to Play
Misconduct of a team by refusal to continue a match or by abandoning the field of play as a demonstration of protest shall result in a forfeit or such other result or sanction as may be applicable according to the rules and regulations governing the game.
Red Cards/Ejections/Violence.
A. Players receiving a red card during a Club game shall serve a one (1) game suspension. B. Players, Coaches or spectators ejected from the field of play by the referee or site director and any player, coach or spectator who makes a threat, uses profane language or gestures before, during or immediately after a game shall serve a minimum two (2) game suspension. C. Players/Coaches/Spectators determined to be guilty of physically striking or fighting with another player, coach or spectator, before, during, or immediately after a game shall receive a minimum four (4) game suspension. D. Coaches or team managers determined to be guilty of physically striking or fighting, pushing, or spitting at a player, coach, or team manager, Club or League officials, referee or assistant referee, or spectators, before, during, or immediately after a game shall receive a minimum one (1) year suspension. E. The Board has discretion to impose other punishments or sanctions on a case-by-case basis.
Suspension(s)
Shall be served in the next regularly scheduled game (s) immediately following the game in which the misconduct occurred. A player ejected from a non-club game, shall be subject to the rules and regulations as set forth by NFYSL and FYSA.
Protest
Understanding that the referee’s judgment with regard to the actual happenings and occurrences related to the conduct of the game, and to those prerogatives or judgment inherently granted to the referee by the “Laws of the Game” as published by F.I.F.A. are not subject to protest, the Jacksonville Youth Soccer club has formulated the following procedures to establish the protest of a Club game: A. At the conclusion of the game, note the game card held by the referee, “Game to be Protested” with the coaches signature. If game cards are not in use, provide the same in a written note, with signature, to the referee. B. Write a statement of protest and mail to or hand deliver to any Board of Director, The statement of protest must include: 1. The number designation of the two (2) teams playing. 2. The time and date the game was played. 3. The location of the game. 4. The point of law or misapplication thereof as the basis of the protest. 5. A statement showing evidence that the misapplication of the law had a decisive effect on the outcome of said game. C. The Disciplinary Committee of the Board of Directors will generally consider protests during the week following the registration of the protests. The findings of the Disciplinary Committee shall be presented to the Board and a written statement of explanation will be forwarded to the petitioner.
